Barca is ruled by the Council of Five, headed by a Prime Minister (currently Lord Peregrine. The Council consists of members elected by their peers in the Parliament, two from the House of Commons and three from the House of Lords. Each Council member serves a five year term, with one new member rotating in and one old member rotating out every year. The House of Lords consists of all landed Nobles in Barca. The House of Lords has no terms or term limits - landed nobles are members for life. There are currently 173 members of the House of Lords. The House of Commons consists of two members from each of the 42 counties within Barca, plus 1 from each of the 16 officially recognized Guilds within Barca - 100 total. Each county must send one man and one woman for a five year term, as decided by a general election among all commoners, merchant class and non-landed nobility. Guild representatives are selected per each guild's internal rules. Some guilds do internal elections, and have terms as short as three years, other guilds appoint a representative for a lifetime term.
Cultural Notes:
Braids of all types are very fashionable in Barca - they are considered good luck. Hair on men and women, beards, anything that can be braided.
