It was the ascension of Cerelia as the goddess of justice and protection who spelled doom for vampires in Iskitaan. With her Swords and Shields providing a truly divine means of justice, vampires who had otherwise been living under the radar were slowly flushed out and eradicated. In a desperate last stand, the last of the truly powerful Vampires, Mergauldo, attempted to create an army of minions, and sieze power in Icevale - resulting in the Vampire War.

By the end of the Vampire War, life for Vampires in Iskitaan was no longer merely hiding their nature behind a power base. The atrocities of that war have given vampires a horrible reputation that has grown worse as time goes by - and so every suspected vampire is ruthlessly hunted down, captured, tried and killed - though not necessarily in that order. And it's pretty easy to prove someone's a vampire under Iskitaan law - they have no reflection in a mirror, which is enough to convict for a death sentence. The vampires that do survive, and in turn, create more minions, do it by being sneaky, cowardly, moving around a lot, etc to prevent their being discovered.
